Project: Regional Clean Cooking Action in West Africa (ReCCAWA)
Over the past decade, the Economic Community of West African States region has made significant progress in advancing bioenergy policies and promoting sustainable biomass use, particularly in the cooking sector. Regional policy targets (41%1) on clean cooking and the sustainable use of biomass, especially firewood and charcoal, have been pursued through coordinated policy frameworks and action plans.
These efforts have been strengthened through regional cooperation among Member States and the implementation of joint initiatives such as the West African Clean Cooking Alliance, which have contributed to improving access to cleaner and more efficient cooking solutions. While progress has been recorded, a large share of the population still relies on traditional biomass, highlighting the need to accelerate action and scale up investments.
In this context, the Regional Clean Cooking Action in West Africa (ReCCAWA) represents a new and ambitious regional initiative. The programme offers a four-year implementation window with a budget of EUR 15 million, aimed at supporting both the supply and demand sides of the clean cooking market. It seeks to catalyse market development, strengthen value chains, promote enabling policies, and facilitate access to modern, efficient, and affordable cooking technologies across the region.
The ReCCAWA programme is funded by the European Union and implemented in partnership with the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) by the Netherlands Enterprise Agency (RVO) and the Spanish Agency for International Development Cooperation (AECID).
To establish and strengthen its Project Implementation Unit (PIU), ECREEE is seeking to engage an individual consultant for the following position:
