Praia, October 2, 2025 – Mr. Francis Sempore, former Executive Director of ECREEE and former Interim Resident Representative of ECOWAS in Cabo Verde, paid a farewell visit to the authorities of Cabo Verde, marking the end of his mission in Praia, which came to an end on September 30, 2025. He was received by Her Excellency Dr. Miryan Vieira, Secretary of State for Foreign Affairs, on October 1, 2025, in the presence of Mrs. Isa Morais Rodrigues, Head of the ECOWAS National Office, and by His Excellency Alexandre Monteiro, Minister of Industry, Trade and Energy, on October 2, 2025.
Mr. Sempore expressed his sincere gratitude to the authorities of Cabo Verde for their continued support throughout his mandate. He acknowledged the excellent cooperation and the numerous facilities provided by the Cabo Verdean authorities to ECOWAS institutions based in Praia. These include the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE), the ECOWAS Representation Office in Cabo Verde, and the Multinational Maritime Coordination Centre (MMCC) Zone G.
Dr. Miryan Vieira praised Mr. Sempore’s dedication and underlined the importance of the partnership between ECOWAS and Cabo Verde. She also highlighted the quality of projects implemented to expand access to energy in remote areas of Cabo Verde and other Member States, thus contributing to the Sustainable Development Goals. For his part, Minister Alexandre Monteiro emphasized the close cooperation established over the past three years with ECREEE for the promotion of sustainable energy in Cabo Verde and West Africa.
During the visit to the Secretary of State on October 1, Mr. Sempore was accompanied by Mrs. Kelly Lopes, Political Advisor of the ECOWAS Representation Office in Cabo Verde, who has assumed the role of Interim Resident Representative, and during the visit to the Minister of Energy by Mr. Gibson Obasi, who has taken over as Interim Executive Director of ECREEE.
