ECOWAS Parliamentary Mission to ECREEE

A delegation from the ECOWAS Parliament carried out a parliamentary oversight mission to the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) located in Praia, Cabo Verde, from 30 July to 5 August 2025.

The parliamentary delegation led by her Honourable Fanta CONTE, Chairperson of the Energy and Mines Committee, was composed of the following Members of Parliament and members of the Parliament’s Staff:

  • Honourable Cécile AHOUMENOU – 1st Rapporteur of the Energy and Mines Committee
  • Sulaiman Gumi ABUBAKAR – 1st Rapporteur of the Committee on Trade, Customs and Free Movement
  • Carlos Dos Santos TAVARES – 1st Rapporteur of the Infrastructure Committee
  • Honourable Bashiru DAWODU – 2nd Rapporteur of the Macroeconomic Policy and Economic Research Commission.

Hon. Orlando Pereira DIAS, Head of the Delegation of Cabo Verde to the ECOWAS Parliament and Hon. Carlos Alberto DOS TAVARES of Cabo Verde also took part in the mission.

The mission focused on the state of implementation of the Strategic Plan 2023-2027, the implementation of specific programs and projects at the regional level and in the Member States, the administrative, financial and ICT aspects as well as the technical and financial execution of the ECREEE 2025 Work Plan. The mission was marked by a field visit to solar photovoltaic pumping facilities located in Tarrafal (Santiaogo Island) implemented by the Government of Cabo Verde with the support of Partners, including ECREEE.

At the end of the mission, the ECOWAS Parliament delegation thanked the ECREEE management and staff for their cooperation and warm hospitality, which enabled the smooth running of the parliamentary oversight mission. She commended the remarkable commitment of ECREEE staff in the delivery of the Centre’s mandate and acknowledged the significant progress made by ECREEE in promoting sustainable energy solutions in the region.

The delegation reaffirmed Parliament’s support for ECREEE’s mission and pledged to advocate for increased regional engagement in energy development through the formulation of recommendations to address the challenges identified.

On the sidelines of the mission, the parliamentary delegation had the opportunity to participate in the Official Celebration of the 15th anniversary of ECREEE and paid courtesy visits to the Municipality of Tarrafal and the high authorities of Cabo Verde, namely:

  • His Excellency Mr. José Maria Pereira NEVES, President of Cabo Verde
  • His Excellency Mr. Ulisses Correia e SILVA, Prime Minister of Cabo Verde
  • His Excellency Mr. Emanuel BARBOSA, Vice-President of the National Assembly of Cabo Verde
  • His Excellency Mr. Alexandre DIAS MONTEIRO, Minister of Industry, Trade and Energy.

The parliamentary delegation thanked the authorities of Cabo Verde for their warm welcome throughout the mission, for their leadership role in the energy sector in West Africa and for their constant support to ECREEE.
