DESERT-TO-POWER REGIONAL TECHNICAL ASSISTANCE PROJECT FOR THE SAHEL (ReTAPS)

Selection of a Consulting Firm for Technical Assistance to the Government of Mauritania for the Development of Green Mini-Grids under the PROREV Project

The ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE), with funding from the African Development Bank (AfDB), invites consulting firms to provide technical assistance to the Government of Mauritania under the PROREV Project.

The project aims to develop Green Mini-Grids to increase electricity access in rural localities, aligned with Mauritania’s renewable energy targets and the AfDB Desert-to-Power Initiative. The assignment falls under the Desert-to-Power Regional Technical Assistance Project for the Sahel (ReTAPS), which seeks to create an enabling environment for solar energy projects and mobilize private sector investment in both on-grid and mini-grid sectors.

The services included under this project consist of technical assistance to support the electrification of priority rural localities in Mauritania through the development of green mini grids (solar PV or hybrid solutions), including feasibility analysis, preparation of project documents and financial models, over an estimated period of 6 months.

The ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) now invite eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework (October 2015), which is available on the Bank’s website at http://www.afdb.org.
