Virtual Workshop on the ECOWAS Products/Electrical Appliances Registration

Following the adoption of the ECOWAS Regional Energy Efficiency Policy in 2013, member countries have been developing and adopting region-wide standards and labels to improve the quality and efficiency for major energy-using equipment before the end of 2020. To date, the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) has facilitated adoption of regional standards for lighting, air conditioners, and refrigerators and is currently setting standards for a new series of products. However, between 10% and 40% of energy savings expected from appliance energy efficiency programs can be lost due to non-compliant products illegally entering the market that do not perform as claimed. These lost savings can be avoided if a robust compliance framework is implemented alongside energy efficiency standards and labels, with proper enforcement of standards, market monitoring for label misuse, and product performance verification through testing,

With support from the Kigali Cooling Efficiency Program (K-CEP) and in collaboration with ECREEE, CLASP is building the foundation for an ECOWAS energy efficiency compliance framework to facilitate implementation of national energy efficiency policies. CLASP has developed a Regional Product Registration System (PRS) and information sharing platform to: enable regional compliance collaboration between ECOWAS member countries; accelerate regional harmonization; and prevent dumping of inefficient products across borders. The PRS will first cover air conditioners and refrigerators but can be expanded to other products. An initial concept outlining the PRS was developed and shared with the Member States in November, 2019 and presented at the ECREEE regional workshop in Abuja, Nigeria, on January 21, 2020.

The objectives of the workshops are:

  • Presentation of the Beta version
  • Discussion and exchanges to improve the beta version
  • Identification of countries to test the beta system
