NDC LEADERSHIP COMPACT

The ECOWAS Center for Renewable Energy and Energy Efficiency (ECREEE) and the United States Government (USG) are collaborating in the framework of the Nationally Determined Contributions Leadership Compact (NDC LC) to work with leading countries in ECOWAS to advance NDC implementation and promote learning and replication of effective approaches across West Africa. This collaboration is supported by the Clean Energy Solutions Center (CESC).

The objectives of the ECOWAS NDC LC are to:

  • Enable developing countries to make substantial progress in achieving ambitious mitigation targets as reflected in their NDCs
  • Showcase leadership by these countries in their NDC implementation so they serve as regional or global role models and inspire replication of their successful approaches by other countries

ECOWAS countries whose approaches to NDC implementation that are aligned with the following criteria are invited to submit an application to be considered as a participant in the NDC LC. Upon selection, countries can submit requests for technical assistance on clean energy policies and measures to advance and accelerate implementation of NDC climate mitigation actions. While not prescriptive and comprehensive, support will include assistance in the development of clean energy roadmaps to progress NDCs to the next implementation phase and to advance implementation of priority clean energy policies and/or finance measures that are consistent with these roadmaps. The NDC LC offers technical expert advisory and analytic support, but does not offer funding within the scope of support, and will be tailored based on the nature of the country’s needs. For countries that are selected for assistance, a collaboration plan will be developed that describes how technical support will be aligned with in-country action to advance clean energy NDC implementation. The process for assistance will be led and coordinated by ECREEE, and delivered in partnership with the CESC. The CESC is operated and managed by the National Renewable Energy Laboratory (NREL), located in Golden, Colorado in the United States.

All ECOWAS countries (with the exception of Nigeria, which is participating bilaterally) are invited to submit applications for consideration to be part of the regional compact. Applications will be evaluated based on the following five criteria:

  1. The proposal clearly identifies areas of current and ongoing clean energy actions undertaken by the government that are achieving significant results and are strong examples for showcasing regional leadership. Activities to be implemented under the compact must substantially advance clean energy action in support of country NDC goals.
  2. The proposal describes the commitment of the country (based on existing plans, policy statements, agency participation, stakeholder partnerships, etc.) to implement clean energy policies, programs, and finance measures that are aligned with NDC goals and NDC implementation.
  3. The proposal presents a well-defined plan for advancing design and implementation of priority clean energy policies and measures with technical support from NDC Leadership Compact through the CESC.
  4. The proposal describes a well-established process in the country for coordinated design and implementation of the priority policies and measures across key government agencies, the private sector, and civil society.
  5. The proposal describes the willingness of the country to publically share experiences and lessons with NDC implementation and serve as peer advisor to other ECOWAS countries and countries in other regions. 

For countries to be considered for selection as part of the ECOWAS NDC LC, proposals must be submitted by a representative of the Ministry responsible for energy issues in collaboration with the Ministry in charge of climate change response and must focus on advancing clean energy actions in support of NDC goals. Proposals should be accompanied by a letter of endorsement from one or both Ministries, and include the country’s primary point of contact who will coordinate and manage the cooperation. Proposals must be submitted to ecowasndccompact@ecreee.org by January 31st 2017 at 23:59 Eastern Standard Time. Countries shall provide their current NDC Commitments document as an Appendix to the proposal application.
