The ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE), in collaboration with the African Development Bank (AfDB) and the West African Power Pool (WAPP), invites qualified individual consultants to submit Expressions of Interest for the preparation of the Project Completion Report (PCR) of the Desert-to-Power West Africa Regional Energy Program (WAREP – Phase 1).
The consultancy aims to assess the performance, effectiveness, impact, relevance, efficiency, and sustainability of WAREP Phase 1, a regional initiative supporting electricity network integration, clean mini-grid development, and renewable energy capacity building across West Africa and the Sahel. The assessment findings will contribute to the design and implementation of future phases of the program and related regional energy interventions.
Implemented jointly by ECREEE and WAPP with support from AfDB under the Desert-to-Power Initiative, WAREP Phase 1 supports regional energy integration and the expansion of clean energy access through feasibility studies, mini-grid preparation activities, and technical capacity strengthening in ECOWAS Member States.
The selected consultant will be responsible for conducting literature reviews, stakeholder consultations, data collection and analysis, and drafting the final Project Completion Report in accordance with AfDB guidelines and OECD evaluation criteria. The assignment will cover multiple countries in the ECOWAS region and is expected to be implemented over an estimated period of 80 working days.
Qualified consultants with demonstrated experience in project evaluation, renewable energy, regional development programs, and AfDB-funded initiatives are encouraged to apply.
